Founder and Principal
Scott began his employee benefits career in 1987 after serving 4 years in the US Army. Scott is passionate about voluntary benefits and has dedicated his career to growing in this space. FBM supports employee benefit brokers throughout the country with voluntary benefit underwriting, employee engagement through benefit education, communication and decision support and technology support for efficient administration of voluntary benefit plans.
FBM has evolved and expanded significantly under Scott’s leadership and is proud to be a managing general underwriter partnered with Reliance Standard Life Insurance Company.
Vice President of Enrollment Services
Scott brings over 21 years of experience in the insurance industry, having prior experience as the State Manager for the State of Texas and Director of Enrollment Services for Abacus Benefits Management.
Today, he leads all efforts related to organizing and executing all employee benefit enrollments. Scott gives our brokers and groups the utmost attention to detail and service while overseeing every aspect of enrollments, from implementation to post-enrollment.
Scott hails from Atlanta, Texas and opened a Forester Benefits Management satellite office there in 2008. He and his wife, Deanna, have been married for 41 years and have two children and four grandchildren. As a devoted grandfather, Scott proudly enjoys watching his grandchildren play sports. When not at a sporting event with the family, he enjoys hunting, fishing and the occasional round of golf.
Director of Information Technology
Charles has over 20 years of IT experience in multiple industries. His primary focus is in designing and developing FBM’s own proprietary database and software, while ensuring we have the necessary electronic infrastructure and tools that allow us to serve our customers so well.
Having lived in the midwest and the northeast, Charles and his family enjoy the milder winters and many outdoor activities that Tennessee has to offer.
Director of Client Services
With 18 years of experience in the insurance industry and a special focus on worksite plans, Angel has been involved with implementation, enrolling, billing and policy administration. She began her career with FBM as a Client Service Specialist in 2014, quickly moving into Account Management and establishing a specialty managing cases with benefits administration systems. She now oversees billing, claims and client service matters.
Director of Business Development
His 35 years of employee benefits experience have equipped him to support our partners’ sales efforts by providing insight on plan design, pricing, benefits technology, benefit communication and enrollment strategy.
He has worked on both the broker and the carrier sides of the business, and has experience working with worksite and group lines of coverage. He has also served on the Producer Advisory Boards for Cigna, Transamerica, and Boston Mutual.

As Controller, Heather oversees accounting, business support, financial planning, commission accounting, tax functions, and human resources at FBM. Heather joined the team in January 2017 and has worked closely with FBM’s senior leadership since her arrival.
Heather is a finance professional with experience in fast-paced environments that demand strong organizational, technical, and interpersonal skills. She possesses a strong understanding and knowledge of accounting and financial management principles. Heather is trustworthy, ethical, and discreet. She is confident and poised in interactions with individuals at all levels and takes pride in being detail-oriented and resourceful in any aspect of her work.
She is an East Tennessee native. While raising a family and working full time, she attended night classes at Tusculum University. During her attendance at Tusculum University, she participated in an Independent Study abroad at the University of Malta, Republic of Malta, where she studied International Law. In December 2015, Heather graduated Magna Cum Laude with a Bachelor of Science in Organizational Management with concentration in Finance.
Director of Operations
Wendy is a well-established Life and Health Agent with 18 years of experience in account management and benefits administration, as well as expertise in operations and human resource management.
As an analytical thinker with exemplary planning and organizational skills, she has extensive experience with employee benefit plan strategy and implementation, electronic enrollment and payroll integration, regulatory compliance, and training and education in the small and large group markets. She has a passion for excellent customer service and communication and is a resourceful team player who excels at building trusting relationships with customers and colleagues. She is also a results-driven achiever with demonstrated talent for identifying, improving, and streamlining complex work processes.
Wendy holds a Bachelor of Science in Healthcare Management from the University of North Carolina at Asheville and a professional certificate in Human Resources Management from Duke University.
